After he married Frances Ewell of Belle Air, Virginia, in 1795, he relocated to nearby Dumfries in Prince William County, on the Potomac eighteen miles below Mount Vernon.


Francis married Parson Mason Locke Weems, son of David Hamilton Weems and Esther Hill, in Jul 1795. (Parson Mason Locke Weems was born on 11 Oct 1759 in Marshes Seat, near Herring Bay in Anne Arundel County and died in 1825.)
