Tobias, a native of Virginia, accompanied his parents to Ohio when he was a small boy. After his school days he learned the carpenter's trade and upon attaining maturity removed to Missouri, where he worked at his trade until the outbreak of the Civil War, when, in 1861, he enslisted in the Union Army, in Company F, Thirty-Third Missouri Infantry. On December 16, 1864, he was wounded in Nashville, Tennessee, and was discharged by reason of disability. Returning to his home in Missouri, he there engaged in agricultural and merchandising until his death, on December 28, 1898.

Tobias married Mary Jane Powe, daughter of Rice Poe and Harriet Brown, on 8 Nov 1849 in Holt County, Missouri, USA.¹ (Mary Jane Powe was born on 8 May 1834 in Lancaster, Garrard County, Kentucky, USA and died on 23 Jan 1927.)
